The rules that are stated in the "Tome of Norsca" is very simple. The function of the "Policies" board is to define the rules and proceedings at a finer point. There will be one topic for each issue and these are free for everyone to comment and suggest changes upon. The statement in the OP is always the current policy regarding the issue.
